The Tenant Based (Rental) Assistance (TBA) Program The Tenant Based (Rental) Assistance Program (TBA) Program is a two-part rental assistance program. Both components are administered by the Housing Authority of the County of San Bernardino. The monthly rental assistance program provides on-going assistance with rent payments to families that meet eligibility requirements for the program. A one-time assistance component provides security deposit assistance to eligible applicants who have received a rental voucher through the Housing Authority. These two programs serve households (renters) earning fifty percent (50%) or less than the area median income level.
